If that degree is a requirement for getting a license to practice dentistry, you will get 23 points for it. Otherwise it is a bachelors and worth 21.

Check CIC's page on ECAs, because you may need a specialized organization to evaluate it.

Not true. In fact someone from the 8th was charged just a few days ago when we were already getting reports about 12th charges. Sometimes for unknown reasons there are delays on a few apps.

You can't show property as a settlement fund.You can show your property as a assets..only liquid cash can be shown as a settlement fund like saving bNk Account, FDR etc...
You have to disclose your loan as a liability.. Pls don't misrepresent any information....

Don't worry. If you made it clear you are claiming points for your bachelors only, they won't reject you for not having ECA for other certificates. But you won't get points for them either, even if you could theoretically have got points for them.

If you have a UCI you can check ECAS. If not, the only way is to wait for PER (hopefully) or you can send them an e-mail but the response time is 30-40 days.

Will I be too late to apply under FSW, because the next available exam date is 20th Sep.
All other required documents are in place.

1. Medical ECA (must if u r applying for Doctor specific NOC), which is done by a professional body with stringent documentation requirements and having longer process i.e. around 3-4 months minimum. FOr further details

2. Regular ECA (also acceptable if u r applying for any NOC other than Doctor specific) u have option of 2 ECA agencies (i don't think 3rd i.e. WES will evaluate it) the process will take 8-10 weeks.

If you go with option 1: ur degree will be assessed as "Professional" and you will get 23 points

Option 2: will get you 21 points

How they consider my application now, I will be fall under 20th May 2014 applicant or 14th Aug 2014 applicant (expected delivery date of my reference letter).

I am worried, please advise.

If CIC does match that new letter up with your original application, you will become a 14th Aug applicant.

CIC says

All prospective applicants to the FSWP should first determine whether they meet the new minimum language threshold: Canadian Language Benchmark (CLB) 7 in all four skills (listening, speaking, reading, and writing).

I am sorry but you will have to sit for a new IELTS test and get >=CLB 7 in all modules. This is a minimum requirement.

There not much to do. Minimum 6 is required in all the bands. Better sit for the next exam.

Does showing a loan impact negatively on the application?

If you have a loan that you or your spouse are responsible for paying, you MUST disclose it as a liability. (You can also disclose the value of the home in your assets, if it belongs to you.)

The form requires you to disclose all assets and liabilities, not only show that you have sufficient settlement funds in an account. Your local VO may ask for updated information or contact the bank later. Do you want to take the risk that they find out you omitted information you were supposed to disclose? That will be an automatic rejection and ban from Canada for 2 years or longer.

Showing a loan does not normally negatively impact on your application. So long as you have the required settlement funds, in most cases you are ok. However, reviewers do have discretion to evaluate whether you can establish yourself economically in Canada and in VERY RARE cases applicants who make the pass mark have been rejected due to their financial situation. This type of case is called "negative substituted evaluation" and must be approved by additional CIC staff beyond the person who is reviewing your application. It's not something you should worry about for a routine home loan. Rejections for misrepresentation (such as not disclosing items the forms require you to disclose) are much more common--so play it safe.
