If you understand what word "must" means, then you "must" realize that they have set out a specific amount for settlement funds, even if an applicant is short by one dollar, he/she does NOT meet the requirement. However, I still made it clear that it's difficult to say anything with 100% confidence, but I'd say there's a decent likelihood of it getting refused.

My opinion is based on my observations of facts. On what basis you think that my opinion is "needlessly scaring people"?

The POF shown in the application is necessarily a snapshot as of the day the statement/certificate was obtained. This is why local VOs often ask for updated POF or several months worth of statements to ensure that a person really has the necessary funds and their financial situation hasn't changed since the time of application. Re-examining the applicant's funds due to exchange rate fluctuations might be part of the evaluation or it might not; nobody has come forward with an actual case to tell us. But we do know that other items such as IELTS are evaluated as of the day the application is received, even if the result expires while the application is pending. CIC might treat exchange rates the same way; we don't know.

Best of luck..
I am gathering all documents and ready for package soon, still many issues with forms. I applied in Year 2009 for FSW and application get Rejection Letter that time by Buffalo VO. So, I have to mentioned in any form regarding this application rejected (not visa, just PR file rejected during initial review due to lack of 1 point).

All are the current status.

There are X number of applicants submitted with CC.

Out of the X number, 18 are "At CIO" ie. not yet charged, 69 has been charged, Y(don't know the number) number received PER.

The sheet shows a snapshot of the status.

Proof of settlement funds is required at EVERY stage of the process, even when one lands in Canada for the first time, he/she would need proof of funds. Do you mean to say an application won't be refused if it fails to demonstrate availability of sufficient funds at one of these stages? I would disagree. Besides, the "variables" you're talking about are purely your assumptions in my opinion. I'd need information a valid sources to believe any one of those variables or evidence from somewhere that CIC would send in a request for additional documents instead of refusing application at PER stage when application fails to demonstrate availability of required funds, or something similar on an objective criteria such as when applicant does not have sufficient IELTS score.

You entitled to two copies of TRF if you can prove that you are applying to CIC or UKBA. What I did was to go to their office with print out of relevant sections from the CIC website that talk about IELTS and how it should be submitted. I also showed them some FSWP filled application forms.
You should talk to them persuasively.
