All you need at this point is to show a statement or certificate or some evidence that you have the funds. The local VO may ask for more documentation later. You should be prepared to explain the source of the funds and any unusual movements. For example if you deposit the funds, get the statement, then transfer the funds away, that makes it look like they were borrowed. Those kinds of things are red flags. As long as the money is actually yours, no need to worry, they'll ask for whatever info they need later on.

You must submit both forms. I highly suggest reading through the document checklist carefully so you will know everything you have to submit.

At this time all you have to show for funds is a bank statement or some kind of evidence that you have the required amount of liquid and unencumbered funds available. It need not be in fixed deposit or any particular form so long as it is liquid and unencumbered.

Not until your file is transferred to the VO you selected and they contact you. At that time you can ask for the file to be transferred to another VO but you have to have a good reason. "I want a faster VO" is not a good reason. "I moved to another country for work and it will now be more convenient for me to communicate and send documents to this VO" is a good reason.
