I don't consider it a dumb question. There are Chinese forums like this one where the applicants share their timelines. Since their ECA process took way longer mid October-November is the time when their apps started appearing on CIOs agents' desks, and partly it brought up the rapid filling of some NOCs.drngopal said:Hi Diplomatru,

At VO stage CIC doesn't have this 3 months PCC validity requirement.drngopal said:Friends,

My question is should I send it to the VO as soon as I get my PER and UCI?
Point to note is I am in another country and this PCC is for the time I stayed in India. As you know it was very difficult to get it organized through the Indian High Commission because I stayed in India in three different locations - Bangalore, Hyderabad and Chennai. They had to write to the Police offices in these places and wait for their reply and then issue it. I am not sure if I may get it reissued on time if I apply for it again later.

However, at the VO stage, a PCC is valid for 1 year. So you should wait for the VO to ask you to send it.
Moreover, if you haven't been to India since you got PCC, there is a big chance even expired (older then a year) PCC will be accepted.
