I don't consider it a dumb question. There are Chinese forums like this one where the applicants share their timelines. Since their ECA process took way longer mid October-November is the time when their apps started appearing on CIOs agents' desks, and partly it brought up the rapid filling of some NOCs.

Just a clarification: Chinese ECA doesn't take much longer, take my case for example, my ECA took around 30 days to finish. The only obstacle that slows down the Chinese applicants is IELTS. many people have to take twice in order to get better results.

My App was received on 18th Aug and Cc was charged on 18th Nov and PER is not received yet. TAT from CC charged to PER is around 7~10 days...... Really Worried now...

Why is everybody so concerned about us Chinese applicants, believe it or not, the Chinese applicants have always been there, there's no significant increase all of a sudden, so just make predictions as normal. I've been also following the Chinese immigration forums, yes, there are many people, but that forum is not as hot as this one, way less hot. I believe the spreadsheet data is already pretty comprehensive.

I don't think anyone meant anything offensive. Its just about the numbers, as you have rightly agreed in your own post. This clearly explains the sudden close of certain CAPs. Have a nice day!

PER: 28 November 2014

Just a clarification: Chinese ECA doesn't take much longer, take my case for example, my ECA took around 30 days to finish. The only obstacle that slows down the Chinese applicants is IELTS. many people have to take twice in order to get better results.

Cuban ECA took me last year more than 2 months, mainly because there were many delays on my University side. That's why when my app reached CIC, 2174 was overcapped.

A mainland applicant told me that you have a two stage process with a governmental body that acts as a proxy between the ECA administrator and the applicants educational institution. I guess, it is not the case for all occupations though, if you say so. With that many applicants as in China and India getting an IELTS appointment is a big deal. In Russia it takes two weeks.
