Once DD is processed you can't cancel it, anyhow the recipient has to release the DD by signing on it's back for sender to enchash/cancel it.

btw, if someone sends two files, like this Gentleman here did, and both receive PERs in the same NOC, then?

It wastes one spot, ryte? Kills the opportunity that might have belonged to somebody else?

yes, but It's survival of the fittest for some people - it's lions world as some put it and no mercy for the weak

Thats right !! Wastes one spot in CAP if 2 PERs are issued to same person and serves no one's purpose.
But when unsure of any one NOC, applicants do apply under 2 NOCs if job duties match to be doubly sure of getting through.
