This sounds incorrect to me. Qualifying for an NOC comes down to matching the job duties ONLY. None of the other "requirements" on the NOC page are used to evaluate.
Did your WES report say that your degree was equivalent of 3-year Canadian diploma course from a recognized institution? If so, you should have got the 21 points and it would be irrelevant to whether you qualify for 2174 or not.
Also, your DD cleared, so although we can't be sure, it seems that upon initial review of your application (completeness check), there was nothing that stuck out as being incomplete or ineligible.
When CIC sends an application back after reviewing for eligibility, they send you a letter explaining the basis of the rejection. Ask your consultant to scan and e-mail you this letter immediately so you will know the actual reason for your rejection.
I have a sneaking suspicion that either your consultant did something wrong to your application or that you had some other reason for not qualifying that for some reason your consultant doesn't want to admit to you, perhaps because he told you you would qualify in hopes of collecting a fee from you. I have a very negative view of consultants but this view is justified by the experience of almost all applicants who have used consultants.
Once you have a scan of the rejection letter, get back to us and let us know what it says.
Meanwhile, unless CIC made a mistake and improperly rejected you, you'll have to apply again, but 2174 is capped, so hopefully you'll qualify under another NOC.
