I agree it may not be convenient to choose a VO if you will not remain in that country very long, but if you've been there for at least a year I believe you can do so.

I strongly disagree with that, you can apply on day 1 after landing in that country IF your status is valid for 12 months.

well 12 years ago is a long period not at all required...infact they need your LAST 10 YEARS history only!!
