finished at least two years of study in Canada towards a PhD, or
graduated from a Canadian PhD program in the 12 months before we get your application.

The new PhD cap year began on May 1, 2014. These are the last applications we will accept under the current system before Express Entry launches in January 2015.

Hello all, I just got the Ready for Visa email form ottawa.
I am confused by this email.
In this email, as shown below in red. if reside in Canada, send passports to the address, but the problem is, I'm living in USA, should i still send passport to the following address???

So, this was the big MOVE by CIO anticipated by a thread member with certain sources.

Two conclusions:

1) 2174 guys with no charging should reapply for different NOC.
2) The CIO processing speed will incrrase as they will discard all applications in the mail room with corresponding NOC on the label.
