I believe it would be helpful to many.

Yes you have to send only 1st one along with application.

Send both together. It will save atleast 3 to 4 weeks once application goes through ECAS and subsequent approvals.
In case PR rejected, CIC will return the RTPR amount. No worries:)

Mention the same in the Payment form(write on TOP - that you are paying RTPR fee as well). Adjust the amount accordingly line 550+490 etc..
In case PR rejected, CIC will return the RTPR amount. No worries:)

Just want to clarify on the above query, it would be better if we follow the latest guidelines of 2014 rather than form modified in 2013.

Is this correct way to approach any such dilemma ?

Do Not misguide any one Sweetpie. Do you know what is RTPR fees??
Its RPRF fees. For your information Local currency DD are valid for only 3 months. And CIO will take more than 3 months to reach application to Local VO. So it will get expire.

Mate i highly recommend you to send RPRF fee later on when your Local VO will send you email.
