Should I get my son's new passport before going for Medicals or can I send new passport when VO asks for passports? or is it better to apply now, and get new passport and send photocopies to VO, since I already have PER? Would VO update their records with new passport information?

If you had any liabilities like credit card debt etc, then you should have mentioned that there. But since you didn't you don't need to worry about it. This part isn't as important as the settlement funds part. CIC will just think you really don't have any liability and move on.
