You should be naming and shaming such consultants. Please provide their name and location so their business is impacted at least through the footprint of this forum, and the word is spread outside as well. I recall you were worried about your application for a while. Anyways now that it is back give it your best shot and try sending again.
The output one gets from a consultant is only as reliable as the consultant / their firm (that is why advance background checklist or reference check on them helps). I know Opulentus for one is a shabby consultant, Y-axis is another such consultant that I have heard people say not too good about (though there are always exceptions basis individual experience). Most importantly, our job as applicants doesn't end with passing the buck entirely to the consultant - we always need to stay on top of things and be well informed on critical aspects (even though we have hired a consultant). However, your guy seems an exceptionally bad case, as the reason of your rejection is mostly very well known in this business.
Select the new NOC basis good match of duties (not the job title itself, but roles and responsibilities) with any of the remaining 217x that are not yet full.
The reason for the return is "because of unavailability of lead statement for the occupational duties from employer." Make sure at least one of your new reference letters matches well with the new NOC duties that you apply for.
You need to learn, and learn quickly to be able to recover successfully from the assault.
