Nothing mentioned about Candian Equivalency

That is the dicey part because they need to mention the equivalence to canadian education.
Are you sure you did the right ECA evaluation for FSW on www.wes.org?....I asked because there is another form of ECA that is not directly related to FSW.
Try to use the free equivalence tool on www.wes.org website and see the equivalence it gives your academic qualification.
If only WEs can state the equivalence to post secondary schools.....you will get your 19 points.....if it stays like this,it will the same 5 points.
Do the fee evaluation again and see what you get.

You are definitely on point for this.
Some applications get returned because of CIO officer's incompetency or impatience in checking the packages very well.
My application was returned in january because of payment issues....There wasnt anything wrong with my credit card as I used it for WES evaluation in the same format that CIC would have use it.I sent a 2nd application (same way as i package the first application or even better since i used DD)....I was told the application wasnt complete!
Most times when some applicants get their package back....the reasons for the refusal some times are not just through.
Guess what each applicants needs to do is to try and include every necessary documents and fill the form properly.....and ask fro FAVOUR from God.

See, on their official website, they suggest that candidates keep copies of all their documents before sending. So, I wish they could at least give candidates phone calls and notify, "Because of so and so reasons, we are going to have to return your application...." If that happens, the candidate can right away check the copies he/she maintained and say either "yes, I missed that...." or "no no, the document is there, please check again, it is right below....."

Am I in a fools paradise to hope the above? At least that saves the position in the queue. That's my wishful thinking.

Oh, forgot to ask you. What happened to your second application then, after it too was deemed incomplete?

I have finally submitted my application I have not submitted the PCC as of now and will be submitting if i am asked for it. I need to know the procedure for getting PCC for USA. I understand that i need to provide finger prints for myself and my spouse on the form to FBI. Can i take finger prints on my own or need to get this done from an agency? The aganecy is asking a lot of money for it. Please do help me with this.

How and where do I obtain one?

It takes around 4-6 weeks to come back.

Actually we are not qualified for common law partnership, the evidence is insufficient to prove we live together. That's why we plan to get married legally and get me into the application as an accompany spouse. Since the date on the marriage cert. will be too closed to the application delivered date, I am wondering would they think this is the fake marriage?
I have an IELTS (overall 6.5) which can help him on adaptability points. However he has a relative in Canada and he holds a Canadian degree, in this case my IELTS is more like a safe play in case he can't get other points from the above mentioned criteria.

Our self-calculation is more than 73.
So you suggest he adds me later on? Would my IELTS be helpful in this scenario?

I want to assume the self calculation of your 73 points is with the inclusion of your IELTS 5 points.
73 minus 5 points is 68points.
He is still good to apply since he meets the minimum standard.
I'm of the opinion that he can still applied as married no matter the date invloved but since you have doubts about the marriage issue.....Let him apply as single.
Once his application passes the first stage,he can easily write his VO to update his status to married from single status.
I give this advice because you seems to have doubts....and when there is doubt in you,you have to be careful.

if they have to give every applicants a call back on reasons for return......can you imagine how many calls will be made!....I'm sure calling you is less of their concerned.
What I would have loved them to do is have a department who will always specifically state the reasons for return of packages and send to applicants email address...even if they have to be charging for it.
Its so annoying that you have to wait until you physically see the packages to see what went wrong when they could simply notify you by email!

His points with or without my application is more 73. His adaptability point is full marks (his relative and his Canadian degree).

wish all of you the very best first well i sent my aspplication yesterday but unfortunately i left my transcript of masters dergree somehow in the bag a biggest mistake .................i have done anyways i have sent them now , i m sure and i know my file is gonna get returned but thought better to give it try and sent them again mentioning my name dob anmd passport number

just asking does any body know from previous year with the same problem

Hi,

For the Schedule 3 form, when I searched I found it there in CIC and (MAY 2013) next to the name, so I used the one I filled last year.
After sending my application I found that inside the form the footer says (8-2013) and there is one different:
in 3b "ESDC" in the new form instead of "HRSDC" in the old form.

What should I do now? resend the whole package? or just this form explaining what happened?

Please advise as soon as possible as I already sent my application.

Easy solution, get your application package redirected to yourself and resend it after completing your application package.
