I understand that common sense prevails and i might not be that endowed with it.......... but in most cases the person wud be in Canada, if
1. he has post work study permit (Won't Qualify under Arranged Employment, as he will be getting PR under CEC after completion of 1 yr work, while work permit will expire after 2-3 years)
2. He is working on Temporary Work Permit (in this case, he has got job from outside and then came on temporary W.P)
Situations where someone can get Arranged Employment from outside Canada
1. Working for Canadian Company in your home country and get transferred to Canada
2. Some software developer comes to Canada for on-site (on less than 1 yr work permit... so not qualify for CPC-O
) and either manages to impress his seniors or find a job
3. You have some skill, which is not easily available inside Canada
4. Hire a recruitment consultant and Pay him hefty fee (under the table as legally not allowed)
So, Although YES there is a higher probability of someone being already inside CANADA........ but other cases may have higher higher probability then 10% lets say 11% or 12%
P.S: Why are we so concerned abt it????
