Yes ECA and IELTS will be very useful. So Get it done and try this time as well. If lucky you'll get through. If not you'll get your money back. And of course you can try on express entry as well. If you have done 80% of job, you should be eligible. No where I found research is mandatory in the web - NOC 4011 is for Professors and Lecturers.
