All efforts/dreams in the last 3 years have gone down the drain again. I planned to go to Canada in second half of 2011. In 2012, FSWP did not open. In 2013, my application was returned because of a stupid mistake. In 2014, history has repeated itself.
Its time to stop thinking about Canada now. India is not bad after all

I am not sure if its rejected or approved as I have not yet received passport request and the decision is made before requesting passport .....

Don't make false assumption. I have never ever heard of E-Visa, and FYI to became a Permanent Resident you have to complete your landing process. Who said they don't ask for passport ?? To enter Canada you must have valid Visa & COPR(only while landing). There is no way COPR comes in email. They will issue you E visa - that is your travel document
So be happy - You are already A Permanent resident of Canada
Jus keep a check on your Inbox or they may send you by post the Visa letter.
