For point criteria, you NOC got to be in Skill level O, A, or B category. So you will get points for 5 years.
The 7000 guideline clearly states that:

In order to receive points for all of the jobs you have had over the past ten years, your work experience must be in one or more occupations listed in Skill Type 0, Skill Level A or B of NOC 2011.
And it says in one or more occupations listed in Skill Type 0, Skill Level A or B of NOC 2011 and DID NOT SAY listed in one or more of the 50 eligible NOCs.
I don't know why still some people is making it controversial again and again in the name of "conservative" and "not so clear".

What to Submit: Clear, legible photocopies of all final or provisional diploma certificates e.g. Diploma in Engineering, Diploma in Technology, or any other 10+3 diploma awarded by a State Board of Technical Education
How to Submit: To be submitted to WES by applicant.

What to Submit: All individual mark sheets indicating all subjects taken and marks obtained – issued by the appropriate State Board of Technical Education
How to Submit:Request for your mark sheets to be sent directly to WES by the appropriate State Board of Technical Education. -OR- You may have photocopies of your original mark sheets attested and dated by the State Board of Technical Education. Please request for the attested photocopies to be placed in an official sealed envelope and have the envelope returned to you to forward to WES.
