You have a UCI number that remains the same for life. You should put it in the appropriate space on your application. But if you don't, it's not a major problem. CIC will find your UCI from your name and date of birth.
Nobody knows how much history CIC keeps from applications that are rejected due to the cap. They MIGHT have kept a complete set of copies, they MIGHT not have kept anything. I don't believe there is a definitive answer to this.
However in case they do have a record, I would be careful not to put anything in your new application that contradicts what was in the old application. Of course you should update anything that has changed. And you should also feel free to apply under a new NOC if you wish; many people are eligible under more than one NOC and so long as you are, it won't be a problem even if CIC has a copy of your old application. The sort of thing that would be dangerous to change would be employment/educational history (except for additional employment/education achieved since your last application), family/background info, etc. That is my opinion on this point.
