Another question is: They did not quote visa office (other FSW class gets PER with name of visa office). Since I applied on PhD stream, is CPC-Ottawa always a visa office for all applicants?

Second, PER email DOES NOT specify VO, but it would be assigned by CIO based on your country of residence. If it is Canada then it would by default be Ottawa.
