Look, I don't give a nickel dime about discussing politics on an immigration forum. An applicant asked me about security checks at LVO and I replied to him accordingly. Whether you like it or not, nationals of some countries are taken seriously by CSIS and undergo thorough checks before they are found admissable as per IRPA. If this processing seems racist to someone, he can withdraw his application at any given moment. Canada won't care.

I read in here that they will do background checks before giving a PER. Would someone be able to advise type of background checks CIC will do before providing the PER?

Buddy .. CIO sends the PER. They check if you are eligible as per their guidelines and they provide PER.

CIC or Local Visa Office initiates the Background checks after PER not before.

Finally, I received my PER last night.

Here is my timeline:
NOC: 1111
Application sent: 19 September 2014
Application received: 24 September 2014
Fee encashed: 3 December 2014 (CC)
PER received: 12 January 2015

I read in here that they will do background checks before giving a PER. Would someone be able to advise type of background checks CIC will do before providing the PER?

I guess Background checks are done between the time period from PER and MR hence it takes time for the VO o send out MR cause they do background checks and later when satisfied MR is issued .. this is as per my knowledge

I belive Background checks are done when local vo starts processing

I personally think we should refrain from such a topic and debate which has no relevance on this thread and forum such as who did what and which state is a terrorist state as this is all global bureaucracy and global politics.

I got my PER on 11 December. I did not submit my PCC along with application. When can NDVO will ask for PCC? how much time will take for medical and passport request.

Is there any impact of new system starts from 1st Jan 2015 ?

BG-checks are initiated by VO when CIO puts the file in processing.
