1 - What is my NOC?
My Job Title is Draftsman.

May I use B instead of A. because A is not included in the occupation list for FSW which is proposed for the 1/May/2014.
2 - How I calculate My Work Experience?
I have in total 6.5 Years (Full Time) of Experience but my 3.9 Years are over Lapped with my post secondary education (Part Time) which i am going to use for Education Selection Factor. How I calculate my points now
A - CIC will award me 15 Points for my 6.5 years work experience OR
B - They will first minus 3.9 Years and award me just 11 points for my remaining 2.6 Years.

The crucial point is that your job duties match as much as possible one of the NOCs on the eligible list, and that you can get an employer reference letter describing these duties. Your title doesn't matter, type of employer doesn't matter and "required skills and knowledge" doesn't matter, only job duties. But bear in mind that you need a minimum of one year of continuous, full-time work experience in the primary NOC under which you are applying in order to be eligible for the program. You can still get points for experience outside your primary NOC provided that it is at skill type 0 or skill level A or B.
It is also ok that you were working and studying at the same time, provided that your work experience (especially for the minimum 1 year in your primary NOC) was full-time, which CIC typically defines as at least 30 hours per week. If you were truly working full time (and your employer reference letters support this), and you were also attending school simultaneously, more power to you, that is perfectly acceptable. Just be sure that you fill in all forms properly, and you will have some overlap in the time periods you enter on some of the forms, so be sure to explain it thoroughly.
If you have over 6 years of work experience and all of it was full-time and was at skill type 0 or skill level A or B, you should get the maximum 15 points. But nobody can be completely sure how CIC will evaluate it. I suggest applying for all the points you can get so you will have a cushion just in case.
