I am 17th Sep applicants,NOC 0111 . CC is not charged so far. However,I see in SS, CC has been charged for 3rd Oct. applicant. Should I keep my hope alive??
Also, May I get information from Bank whether CIC has tried to charge my CC.

It's hard to say... As people are not updating and in current situation only couple of ndvo applicants got it.

not couple of ...only two applicants got PPR so far....
I dont know see any good reason as of now for NDVO to stop PPR's before 2015 ....God knows or they knows

Manila office and Singapore office are ahead of New delhi in issuing visa's.

So end to end from application filing to visa issuing ..New delhi is far away from in list of top VO's.

Yes, check with your bank and also check the status of your application bu calling CIC agent. They will give you exact status as C check has been already done. Good luck!!!

Usually BG checks completed by Visa office before issuing Medicals if the Gap between PER and Medicals are 2-3 months and Security checks that usually happens online with FBI and Interpol post medicals ...and finishes in no more than 2-4 weeks...if still they delaying this mean this is deliberate delay when CIC flags them go green...they will start ...this is my understanding.

What is the minimum time for MR from the date of PER for NDVO?

Since most of the early may cases we have seem PER to MR time was 30-45 days this is what we are expecting the reasn for delay... my guess

Like in my case ...I am 5th May applicant and i received PER in 2nd week of June and MR in Sept 2nd week...

For me it was Application to PER = 1 Month
PER to medicals = 3 months
Medicals to PPR = uncertain ?

Tell me in SS who got MR in 35-40 days after PER ??
