In process means PER is on its way soon. I don't know much about BOWP but my understanding is that, in order to apply for it, you need to have a valid work permit (that is it should not have expired) at the time you apply for it. I am currently working in Canada, and hence have a UCI.
Up until Dec 2nd, ecas was unable to find me. On Dec 3rd, I saw my first ecas line "Your application for PR has been received on 18th August".
ECAS Status is "IN PROCESS"
I have 1 week for my current WP to expire and have been looking forward to my PER, so I could apply for a Bridge Open WP.
Qn1: Have any 18th Aug applicants reported having received PER?
Qn2: Can an IN PROCESS status imply that a PER is on the way?
Qn3: Has anyone here applied for a BOWP? If yes, how many days did it take for the application to be approved?
I am hoping that I get the BOWP before the holidays, so I can leave Canada in time to spend Christmas with my wife and kid.
