Need a suggestion to resend my friends application for NOC 2145. His application has been declared incomplete on grounds of Job duties. So is it fine to get a revised letter from the company in line with the job duties given by CIC and resend the application. Please guide.

Just now checked the ECAS after seeing the yellow update in NDVO Spread Sheet.

My ECAS status showing 'Decision Made' in First page instead of 'In Process' and a 4th line added to the second page "A decision has been made on your application. The office will contact you concerning this decision."

Hope a positive decision has been made.

It is fine to get revised reference letter as per the requirement of CIC and resubmit the application. Don't forget to you include original IELTS result and original ECA report in the revised application.

Also, CIC continues to update the forms regularly. Ask you friend to make sure that he is submitting latest forms downloaded from CIC website.
