To get the points for education, only ECA report for highest degree is required. If you can easily send degrees & transcripts in required format for both Bachelor & Masters, then you can consider both. I suggest you to ignore diploma for ECA.

Remember one important point, when you apply for ECA with WES, you have to provide details of your degrees to be evaluated. Therefore, before you apply with WES, make an analysis if you can provide required documents for both Bachelor and Masters without any delay, then make up your mind and apply with WES. If you feel that arranging documents related to Bachelor degree can waste some time, then just go for Masters. This is my suggestion, rest is your decision.

@srini,

In addition to what Abu Hassan said, when you register to WES, they will advise you on what certificates/ documents you should send for each of the degrees you have declared during registration. Also there is a form that you will have to download from WES website. I believe the University official has to sign this form and include it in the sealed transcript that will be given to you to send it to WES.

Are you sure about this? I think all the educational certificates after Higher secondary should be done with ECA. As you well know it is because CIC wants to make sure whether the college from where the candidate has done his/her course is recognized or not. In India Universities or colleges that falling under UGC (University Grands Commission) is only given the same Canadian equivalency by WES or ICAS comparing to that in the home country. Where as colleges falling under AICTE or other recognition bodies is considered as "non recognised" even though AIU (Association of Indian Universities) grand equivalency to masters or bachelors degree for many good colleges that falling under AICTE. But by mistake WES always keep those colleges under non recognized as becoz the recognition body of these colleges are not UGC. So WES wants to make sure whether your university is under UGC or AICTE or some other bodies before they assess the certificates. For this they require the entire certificates after the higher secondary and the same is mentioned in WES website. I don't know about the process WES do it for other countries. But I am well aware of the Indian scenario.

So I suggest if the applicant is from India it is better to do ECA evaluation for all the degrees after higher secondary. He can leave the diploma if it is less than 1 year duration....

There is a tool on WES website to check if a certain Masters degree is equivalent to Canadian Masters degree or not. I suggest you to check equivalence of your Masters degree using that tool. If your Masters degree is not equivalent to Canadian Masters degree rather it is equivalent to Canadian Bachelor degree then it may be wise to get both Bachelor and Masters degrees evaluated to obtain maximum marks for education.

It seems that NDVO didn't recieve or more precisely to say coudln't coupled your PCC, sent in Dec 2013, with your application otherwise they shouldn't have asked to submit a fresh PCC. You can raise a CSE with NDVO regarding it; they might be able to locate it.

If I would be at your place, I would send a newly obtained PCC to Visa Office if it is asked for because PCC obtained in October 2013 is already older than 3 months.

Yes, this is the one I was referring to. In my opinion, you should register to WES and apply for the FSWP ECA. From that point onwards, it will be pretty clear what you need to send them for your FSWP ECA (WES clarifies it). In my case, I had sent them diploma transcripts. But apparently their assessment did not account for it.

Exactly, private or government, corruption is in mindset so India story has very feeble chance to change it seems. Same thing I observed, PSK has done almost nothing (except for a coffee shop inside and photocopier). Same long queues, same brokers and agents sprawling all over.. I had experience with passport office and PSK both, didn't find much difference.

I am 100% sure about what I said. I got only my Master's degree evaluated from WES which is from Sweden. My Bachelor degree is from Pakistan but I didn't include it for ECA. I had also discussed it with WES before applying. They also confirmed my understanding that only higher degree is enough to claim the points for FSW program. Applicant may decide to get all degrees evaluated or only higher, it will cost him/her the same amount. Therefore, at the end, it is the decision made by applicant to go for all or only higher degree.

Now coming back to you concern, I am not aware if there is any special requirement exists for India. My understanding is that if someone has Masters degree from a recongnized university then it means that he/she got admission in that university after fulfilling admission requirements. Such university wouldn't give admission to a non-recognized degree holder. For example, it is written on my equivalence certificate that admission requirement for masters degree is 4 years bachelor degree which should be recognized bachelor degree from a recognized instituion and similarly, this requirement filters down.

At the end, I suggest that seniors from India can share their experience and knowledge in this regard.
