I don't see the point, as it has been only 6 months since PERs started. Other VO might have started issuing MR, but LVO still has 6 months to go.
I'd start panicking if we don't hear anything till April ...

Did some google on how to pay RPRF.
RPRF can not be paid online, best way to pay is through Demand Draft in favour of "Receiver General for Canada" or "Canadian High Commission" payable at New Delhi.
Even cash in not acceptable.
