Most probably it's a mistake done by CIC.
As per spreadsheet, we have 7 members got their PER'S under NOC 2145, so how come the cap shows only 4 (not logic... right?)
BTW, this is not the only mistake.... every cap update, they wrongly count the total number, 2785 is not the correct one ... it should be 2794.
