This is all very strange...They didn't mean a VISA OFFICE officer? CIO charged CC, you didn't receive PER...because of what? Suddenly they changed their mind to not sent u PER and they put your app aside for further checking...? I do not get it. It could be equally a mistake in ECAS - 2 new lines are added mistakenly or CIO rejected or LVO rejected.
You must immediately inform CIC about it and waiting for their info!
Hopefully, there is some tragic error with this ECAS ::)
 
From the manual of CIC:

"Note: The CIO will only make negative selection decisions. Only the responsible processing
office will make positive selection decisions, taking into account, but not limited to, the initial
assessment against selection criteria made by the CIO. In making a negative selection
decision, officers should clearly state the reasons for their decision in GCMS. "
If CIO has rejected ur file, so it means u have completed the first stages: completeness check and MI, but in a stage: SELECTION CRITERIA, after counting all points (if u could be economically established in Canada) -- in a word, decision made at this stage, at CIO, means that u missed points, the pass mark.

"The CIO will only assess applications that have met all the minimum requirements against the
selection criteria, and will award points against each of the six selection factors.


1)If the applicant's total score is...
equal to or greater than the pass mark set
by the Minister

Then the CIO will forward the entire application, including the
result of their initial assessment against the
selection criteria, to the office identified by the
applicant for processing on the IMM 0008 for a
final decision.

2) less than the pass mark set by the Minister

make a negative selection decision, record
the outcome and reasons in GCMS, and send
a letter to inform the applicant that their
application has been refused (see Appendix C
sample letter).

Sorry to hear about this.

My understanding is, case is rejected/decided by CIO, not London Visa Office. Because if they had forwarded your application to LVO, Then they should have not replied you in email that "your application is under review", this means file was still with CIO. Had they forwarded your file to LVO, they would have mention that your file is transferred to LVO, Kindly contact them for future correspondence.

As per standard PER Letter, it is clearly mentioned that " Any future correspondence should be sent to visa office as indicated on your application"

So My Point is, your file was never transferred to LVO, otherwise CIO should have never replied you with this "your file is currently awaiting review by an office" This clearly means your decision on your application was made by CIO.

The only Point that confuses me that Line in E-CASE "We started processing your application on October 9, 2013" is usually been updated by Visa Office, not CIO.

Why don't you immediately order GCMS Notes ? You will get an idea.

yes you have to inform the visa office about your new born baby .. as I had nearly the same scenario but wait till u get ur PER and get ur file transferred to VO then send them e-mail to enquire about the documents they need

they told me that they need copy of child's birth certificate , passport , and 4 passport size photos
along with payment of 150$ the fees for the baby

I also had my child born 2 days after my file was received by CIO and after PER I sent to CPPO that e-mail and responded to me to send the above docs

but try to send the docs as soon as CPPO receive ur file to get the baby's medical forms with yours

It is still not clear where the refusal if indeed, is coming from wether it is from the CIO or LVO. We have seen a case here where someone received a rejection from the CIO even after his cc got charged. I would suggest you be patient until you get a formal email telling you about the refusal or alternatevely since you have your UCI number you send email to both the CIO and your LVO asking about the status of your application.
 
Just want to share a news here that my passport is on the way back. I can see my tracking got kicked in and my passport is in USA now from CPP-O.

For those who are sending their passport from USA to CPP-O. There is option of sending a return prepaid CanadaPost Expresspost USA env.

CPP-O deals with Canada Post only, so even if you send them some courier prepaid env like fedex or ups they wont use it and rather will send by a ordinary canada post mail, which is not bad but will take little more to reach you and plus you cant track where it is.

Sending prepaid env is a great option, check if some of your friend from canada can send this to your usa address and you can include this in your package while sending passport.

I did the same and looks like working great for me. Thx to my canadian friend. :)

It is strange, indeed.

According to CIC-procedure (see OP6c), the completeness check is done first.
Next, the file is assessed regarding the MI.
When the MI is met, the fee is charged.

OP6c is unclear about the next steps, though:
Under 9.1, the applicant should be informed (PER/NER) and the file should be send to the local VO.

Under 10, the pass mark is checked (this is done preliminarily by CIO). Under MI3 (OP6b), this was done prior to the decision about placing the file "in process". Now, it might be done as a seperate step at the CIO after putting the file "in process" and before sending PER/NER and forwarding the file to the local VO.

All you can do is await the announced correspondence, wheather from CIO or local VO.

The point most guys are missing is here is that his application NOC is 2263. If I am not wrong, I read quiet a few times here that it is very regulated & critical job NOC. The Visa Officers @ NS after carefully reviewing his application may have concluded that this applicant has either not performed in most of the job duties OR technically unfit for the job in light of his either education or experience. The decision has been made at NS & not at LVO. Doesn't matter if it has been recorded in ECAS or not.

I hope this clears a lot of confusions.
