Cover letter definitely helps. especially when we have discrepancies.
ofcourse
some time when we have specified about provided docs and if CIC dosent found (happen this time to many though it is in applicaiton package) than they can search and check

My understanding of that section about educational credential is that you include EVALUATION REPORT FOR THE CREDENTIAL THAT YOU WISH TO GET POINT FOR AND COPIES OF THE CREDENTIAL INCLUDING CERTIFICATE AND TRANSCRIPT. If one is getting point for masters degree, it is not neccessary to include copies of secondary and other certificates unless where it is to be used for another purpose other than for education. It is also clearly stated not to include documents you were not asked to submit.

Just think it clearly. If they mentioned in section 13, IMM5612 (05-2013) E, Proof of education:

"secondary OR post-secondary education documents"

and you as an applicant submitted:

secondary AND post-secondary education documents

will CIC refuse your application for submitting EXTRA documents? NO THEY WOULD NOT.

hello friends m new here..let me introduce myself ..
I am abhishek gupta from rajasthan (india) and applied for FSW in NOC 3142 (physiotherapist) my file recieved by cic on 15th may and got PER on 24th july .

i applied for NDVO and yet not got any AOR.. but up to my knowledge u may or may not receive it..so all you need to do is as soon as u get your PER tell your employers to be ready for verification call or mail..and it is quite possible you directly get MER and no AOR at all..
so.pls dont wait for AOR (london office dont send it ) and be ready before hand by telling employers to regularly check there e mails

Cant exactly say yes or not.
But through my previous experience, my sister did not have BC. so my father notarized an affidavit stating the DOB and that He is her father, which has been accepted by CIC and LVO before as she is now has PR .
But I would emphasize that it should be mentioned somewhere to get CIC's notice that the following document is used as an alternate.
Simply by putting it inside the package will totally rely on luck .

Thank you. I also wrote a cover letter explaining the situation of notarized copy and SSC.

No they would not I think their reason is to save them time not going through uneccesary documents. My point is that you are not required to submit copies of educational document that you did have evaluated except if you are using it for a different purpose like proof of birth. You sounded in your post like everyone should have submitted all educational credentials including secondary school as a requirement.

my file reached cic may 10th...so when can i expect medicals?

there is a problem but, I am in L&T and i have provided my details which are signed by my head quarter (Chennai) and I dont know personally any HR persons there who might get call (as on letter their sign and contact details are available) even I am feel i can not tell them correct about personal or telecon verification.
