As per spreadsheet one of May 15 Applicant prince_of_darkness got CC charged and PER also on 15 July 2013 (same day).

As I can't find any post where you informed regarding PER.

I am asking this because if the Reference number is our Passport number then we can check the Canada Post tracking system by that Reference number and see if our package is on the way back to home or still with CIC

We have to rely on CIC intelligence to quote the Passport number as Reference and that will make our lives easy.

Peak was achieved in May and then it slowed down. If things go as assumed, folks who have applied as late as 2nd week of July may stand a chance.

For all the hifallutin "analysis" done here, something as simple as yours might actually be the one that's spot on. might. +1
 
dear friends,
I have a question, it might be silly but I can't get it.
There are some guys which their app received date are in June and their packages are sent back.
So CIC guys open all packages they have received, check something then put them in the queue to charge CC or cash DD ?
Am I right ?
 
form 8th May to 17th May application review day increased by 41 to 62????????????????????
