Unfortunately, I'm afraid you have slim chances for NOC 2174 if you're only starting the educational assessment now. I may be wrong, but just in case - if you decide to go for it, take any speed update that you can and also at least send your files with some courier service to WES (or any other assessors).
I wasn't really aware of the urgency when I sent my diploma for certification so I just used registered post, instead of courier - and I lost probably 6-7 days in that.
BTW to get it returned from WES after verification, by express shipment, you need to pay additional $113, so if you look to save some money - save on that, not when sending.
But anyway, you will need to go to your university and give them the instructions for sending your transcript - that's at least a day. Then the shipment - let's say 5 days, if express. Then WES needs to sort it out - that will most likely take 2-3 days, before starting the evaluation (3 or 7 working days, depending on what you pay), then the shipment back - 5 more days, if it's fast delivery. Then sending it all back to CIC - at least 3 more days. So you do the math.
And that wrote is the best case scenario, at least how I see it.
I'm at 2174 and I hope I will be able to send in 5 days, but not too optimistic on the limit thing.
