That's a smart way to put it, unfortunately, the other way around would be far from that!
with reference to the whole time all the applicants have been waiting for the new FSW rules, besides the potential of new regulations to be active from next year, along with the shrinked caps... etc

With many variables included, we are only playing the guessing game

Besides ECA rule was introduced on April 18th 2013......and the window opened on May 4th.....that makes me feel that this time caps gonna get filled up slighter later than that in 2011

I haven't started with my application for FSW . I have to start the educational assessment yet. Can anyone guide me if I can make it within 300 successful applicants (NOC 2174) if I start the process now. The CIC website has not been updated to give the clear picture of the visa applications accepted.

Unfortunately, I'm afraid you have slim chances for NOC 2174 if you're only starting the educational assessment now. I may be wrong, but just in case - if you decide to go for it, take any speed update that you can and also at least send your files with some courier service to WES (or any other assessors).
I wasn't really aware of the urgency when I sent my diploma for certification so I just used registered post, instead of courier - and I lost probably 6-7 days in that.

BTW to get it returned from WES after verification, by express shipment, you need to pay additional $113, so if you look to save some money - save on that, not when sending.

But anyway, you will need to go to your university and give them the instructions for sending your transcript - that's at least a day. Then the shipment - let's say 5 days, if express. Then WES needs to sort it out - that will most likely take 2-3 days, before starting the evaluation (3 or 7 working days, depending on what you pay), then the shipment back - 5 more days, if it's fast delivery. Then sending it all back to CIC - at least 3 more days. So you do the math.
And that wrote is the best case scenario, at least how I see it.

I'm at 2174 and I hope I will be able to send in 5 days, but not too optimistic on the limit thing.

Nope. I have just upgraded my shipment at WES to international express, so it should arrive ... beginning of next week. Hopefully.

Hey, one tip for those interested in working with WES for evaluation - the payment by credit card on their site doesn't seem to work so well with Chrome browser!
(or at least not with my version of Chrome)

I learned it the hard way - I thought they are simply broken or something (the error said something like "Invalid merchant", so it seemed like it's on their side) and so I lost couple of days on waiting etc.
Then I decided to try in IE and it worked. Don't repeat my mistake.

You are right. that happened to me as well. I also overpaid by $62 which I yet to get refund and guess what no one from WES is replying to my follow up emails. its almost a month now.

use the "contact us" page to communicate with them, I had the same thing and they got back to me after three weeks saying they are going to refund it to my cc. Off course till now i didn't get the refund. http://www.wes.org/ca/contact.asp

Yes I contacted them using "Contact Us". first they replied that they have refunded and it will appear in your statement in sometime but its been a month and I have not got it so looks like they did not process the refund yet.

I believe they are too overwhelmed with the ECA procedure to reply for refund.

Given that Google chrome is 10 times faster and at least 100 times less annoying than IE, web sites which don't support Chrome very well are really annoying! ;p

hahaha, quite true .. but I paid with Chrome on WES, but those were happy days 22 April
