This is the selection certificate for Quebec. If you want to live in Quebec, you apply for Quebec immigration program and get this certificate and then you apply for Federal Canada with it.

I just spoke with a lovely lady at CIC and she informed me that my application was returned on June 25 because they tried several times to charge the CC but it was declined.

DD the best and confirmed choice.

Yes. IF you are looking to go there before PR, then you will need to get LMO. You can even inform Visa Office if you get LMO.

It's pretty clear now that the current CAP update is for the May 6, 7 and probably 8.

Vitalia is NOC 2236 and has received PER for the application that reached CIO on May 9. The CAP update says that for NOC 2263 there is zero apps.

Sorry to hear that brother... I think the problem was, that your GT Naira Mastercard can only be used for online payment, if you enter a security code into a popup window from your bank, which probably made it impossible to be charged by CIC...
