Both are equally fatal. Birth Certificate is fatal when it comes to document completeness, as they have specifically requested for a Birth Certificate & not anything [though they have mentioned that they may consider request if they THINK is genuine, so I guess they did not considered Affidavit]. As far duties are concerned, I guess they are about 50% to what 2174 actually do. Reports, Assistance, Research parts are missing so they may have considered that factor too. Your total experience? You are lucky that they haven't rejected you on Visa Office. Buffalo is no longer operational. CPP-O handles everything now.

CIO received a lot of 2174 applications on May 10th and probably VO had variety of applications available to pick from. This is my guess.

What is the date on the rejection letter?
Hi Jigzyy,

Can you please give me your feedback about these 2174 duties ad it started to worry about it !!!!

Food for thought

2011 Spread sheet data shows that the time taken for DD,CC to get charged gets higher and higher as the the application received date at CIC is farther from the FSWP opening date. Applications from first few days got charged as early as 15 to 20 days. The peak was at 80 Calendar days for applications received around 6 months from FSWP opening date. But slowly starts dropping down and gets to even as low as 7 calendar days for tail end applicants.

2013 Spreadsheet shows a different trend where the early applicants are only charged after 40 days.

My DD expires in 30 Days.. God be with me.

Hi Harry,

Out of curosity- what all details had you mentioned in the covering note you said you had sent along with the separately later sent addl. family info. form for spouse? We have seen few instances when additional documents sent later do get attached to the original file. Had you not mentioned your details like name, date of birth, passport number, Country of Birth, etc. Don't you feel that they should be having these individual details to co-relate the new docs. to the original file.

Just thinking about these points! Hope u clarify.

Can debate for hours on this but would be rather pointless ... since i know two cases in my family who did not submit birth cert and got their PRs thru FSW in 2011, i would think matric cert works. Plus every school had different policies. mine asked for original birth cert to be submitted (we are talking 1985 here!) BTW i did try getting my certificate from Corporate of Delhi in 2005 and they too said school certificate is an accepted equivalent of birth cert.

Hi Guys,

I believe, for all who don't have BC-

1) They have to submit in original, a letter from the municipal corporations/registration office that their record is not registered/found during the birth year.
2) An affidavit from the parents for the birth name, date and place.

If any document is in Non-English then needs to be translated along with the affidavit from the translator stating his authority to translate.

Hope this helps.

Firstly, I couldn't find any source of this belief. Secondly, won't they provide a Birth Certificate then instead of the that letter you mentioned once one is already in their office.

2) An affidavit from the parents for the birth name, date and place.
Affidavit is obtained from notary public, not parents.

Well i didnt know this either till my mum told me that my Birth Cert was submitted at my school. Plus i havnt read anywhere that matriculation certificate cannot be accepted as proof of Birth. my cousin used it for FSW last year and no problems... my only concern is whether the assesment officer would buy this or not that we dont have birth certificates here. i can show them 5 evidences with my birthdate (DL, Tax card, Passport, Leaving Cert, National Voters card and so on...) all from govt authorities. but then if somebody has to say NO... he/she will say NO!!
Hello Everyone,

I confirmed with one of my friend who was 2011 applicant and in Canada now. They also submitted the matriculation certificate as the proof for DOB.In India matriculation is accepted as DOB for all govt organizations. He didn't face any issue. Also as per Govt. Of India rule: People born before 1989 can submit matriculation or school leaving certificate as a proof for birth certificate as there was no widely accepted concept of birth certificates in India.Even this is true when you apply for new passport application now also_Only people born after 1989 in India require compulsory birth certificate for passport etc.

So I believe for Indian applicants birth certificate is not necessary and CIC would be aware of that as they have processed lot of Indian applicants.

I have also sent only my matriculation and school leaving certificate as proof of date of birth.

One more thing in India when they issue birth certificate in hospitals there is no name for the child.Only parents name, weight and Gender is mentioned. So this will not be accepted by CIC in my opinion. This is because unlike west where people know well in advance there child gender and keep a name for that.In India sex determination is crime.

As a second opinion I confirmed with my lawyer as well and they said birth certificate not require only matriculation or school leaving certificate will work.

Hope this clarifies all curiosity regarding birth certificates. But who knows in what mood CIC officer will be???

My deduction from all these posts is that VO's don't always follow a straight line in coming to conclusion. If the one whose application was returned due to wrong job description or work reference had gotten that right, it may not have been returned and the issue of birth certificate attestation or affidavit may have been overlooked. I guess people shouldn't conclude because something happened to A and B made a similar mistake, then certainly must happen to B. I don't think so and time will prove that to be true. One thing is certain though. Your application will either be accepted or returned. Luck plays a role!
