If you have all the documents in place, I would suggest you to go ahead and post it to CIC. You will not loose anything except the courier money.
CIC will accept the applications till they officially announce the cap of 300 applications is reached.
There are ~100 applications for NOC 2174 on this forum spreadsheet itself. There can be more applications with CIC which no one sure about the actual number. CIC keep accepting the applications as no one is sure the applications with then are complete.
Until your fee is en cashed, your application is not accepted, if the cap is full with 300 applications by the time your turn comes your application will be returned to you via regular post.

my friend... this question is coming up again and again whether its too late to apply or not. i am from the "go for it" camp!! :D :D most people would say that by this time CIC has probably 1000 good applications for 2174 NOC but there is NO evidence for that. The website update only shows what...15!!! Meaning as of June 24 CIC has received 15 good complete applications for 2174... and still has 285 seats left. Thats the ONLY official scenario. unofficially... our spreadsheet alone has probably 150 applicants!! So risk vs reward ratio favours sending the application since worst case scenario you only end up losing 50 USD courier fees (plus a bit of heartbreak! :p)

Agree, you spent so much money and effort already preparing your application, why do not spent some spare change, another 50 or 100USD which will benefit Canadian economy and will help create new jobs. ;D
They will send it back to you and that will help economy even more.

what i suggest is to go ahead and do if everything is ready and you just need to send it.

At this point in time, not a single person in this room is 100% sure that the caps are already filled.

IMHO the only time a slot is subtracted from the total CAP is when a PER is allocated to an application - as long as there's < 300 PER's issued for a particular NOC and the program's still on, they'd still accept applications (i'm expecting some violent reactions here, but what I just said is just my hunch, my opinion, it might not be true ;D)

My sympathies though, for all those who think that their apps have been passed over and processing is already done on applications submitted later than them. Stay sane, sometimes, to us, and based on the spreadsheet, it might not makes any sense....but maybe, just maybe the folks at CIC are neck deep in 9x12 packages and it's just taking a little bit more than usual.

Lesmor did not provide explaination in a cover letter for not providing birth certificate, therefore inspite of providing affidavit his application was returned for not giving any explaination.

I understand but won't a notarized affidavit reason enough and legal enough than a self-declared A4-papered random reasoning !! I can't make out. Rejection on such matters is kinda foolish ignoring the other credentials that could be more beneficial than lossy.

Well there no point discussing my beliefs, let's wait what CIC has to say on this.

THIS IS TOTALLY B&&&****..

Australia has a nice system where the applicant is assigned a Case officer and once applied you have come under the cap.

The Case officer then asks the Poor Applicant to provide what he /she needs to grant the visa to the Poor Applicant...I am starting to think if so much trauma is worth taking for this stupid country's PR where it is freezing cold 6 out of 12 months.....

Learn to Invest in your prospective Permanent Residents..Canadian PR system is totally outdated

@ rawdah - I know that buddy but a plain paper of random reasoning over a notarized document seems foolish; that's my belief though and leave it to me.



EDIT - BTW, just wondering if going by the wordings of the statement “If you cannot provide an original document that is required, tell us why. Do not leave the section blank, and do not write N/A. Remember, save time.";...Birth certificate was not required to be submitted in original as per checklist hence the above statement may not apply to it. It might apply to, for example IELTS, which is supposed to be submitted in original but since a person might have submitted it to CIC in his/her previous application, there he/she can provide a reasoning that it is already with CIC since xyz date. But then someone might say, submit a copy of original BC.
Just my 2 cents, though.

I didn't.

Though this was not the only reason lesmor's application was returned, was wondering out loud. Was the affidavit not enough? The video does say that we need to tell them why something is missing, so apparently the affidavit has to be submitted with a covering letter explaining why. Yes its trivial, but the information is out there regarding how they want things done.
