Both are different since under WES basic, CIC does not have online access to verify ECA report while under FSWP it does have.

So its happening with others too!! For us they marked our file incomplete because we did not send Internship certificate even though there was no mention of any internship certificate for the bachloers course in the required documents list. very unfair and just a delaying tactic. so wrote them a strongly worded letter while sending the internship cert.Larrywhisky said:WES asking to order an additional ECA report is a potential delay! I think you are confusing when they check whether you have "sufficient funds" vs when they charge your processing fees on you credit card (or via encashing a DD etc). The check of sufficient funds relates to whether you have provided enough proof that you have the money CIC wants you to have to establish yourself in Canada. My understanding from reading the manual at the link I have just posted is that processing fees should not be recovered (ie credit card charged DD encashed etc) until both the initial check and the ministerial instruction check have been completed and the results are positive. But there is no guarantee that all the VOs are following the precisely correct procedure... My personal view is that if your processing fees have been taken you are looking good for a PER soon.

By VO do you mean Visa Officer at CiO? or Visa Office or Visa Officer in the respective country Visa office that happens after the file is sent to the local visa office.But there is no guarantee that all the VOs are following the precisely correct procedure...

I believe it has not come to that stage yet.There are a lot of applications pending charges on the 9th and 10th. but the latest reported charge was of 10th date yesterday.depeshn said:Hi Guys,

This suggests that You can get NER after CC being charged.What Happens Next
The table below represents the phases of the assessment and processing.
Phase: Completeness check
Citizenship and Immigration Canada reviews your application to make sure that:
all required fields in your application forms are complete,
all required documents are submitted from Document Checklist (IMM 5612), and
the correct processing fee payment has been made
If your application is:
incomplete or;
the allowable cap limit has been reached,
your entire package (including your payment) will be returned to you with a letter explaining why it is being returned.
Phase: Eligibility Review
An officer at the CIO will make a final determination as to whether you meet all the eligibility criteria and your application is eligible for processing.
If your application is not eligible for processing, you will be sent a letter that:
explains the reason(s) why your application is not eligible for processing, and
confirms that a refund for the processing fee will be issued.
Phase: Selection and Admissibility
If your application is eligible for processing, your application will be assessed against the following requirements:
minimum requirements
selection factors
sufficient funds
admissibility (criminality, security, medical)
Note: If the initial assessment of your score for points against the selection factors is equal to or greater than the pass mark, your application will be sent by the CIO to the appropriate visa office for further processing and a final decision. If you do not meet the minimum requirements, or do not meet the pass mark against the selection factors, your application will be refused. In either case, a refund of processing fees will not be issued at this stage of the application process.
