I think you are confusing when they check whether you have "sufficient funds" vs when they charge your processing fees on you credit card (or via encashing a DD etc). The check of sufficient funds relates to whether you have provided enough proof that you have the money CIC wants you to have to establish yourself in Canada. My understanding from reading the manual at the link I have just posted is that processing fees should not be recovered (ie credit card charged DD encashed etc) until both the initial check and the ministerial instruction check have been completed and the results are positive. But there is no guarantee that all the VOs are following the precisely correct procedure... My personal view is that if your processing fees have been taken you are looking good for a PER soon.

Thank you from the link . and backtracing it it leads to OP 6c – Federal Skilled Worker Class – Applications received on or after May 4, 2013 (PDF, 553 KB) in the overseas processing. not sure if OP means processing of overseas applicants or processing of applications overseas in their respective visa offices.

By VO do you mean Visa Officer at CiO? or Visa Office or Visa Officer in the respective country Visa office that happens after the file is sent to the local visa office.

Amit, It ws for fswp.. For sure.. I double checked my emails frn WES.
But they sent me only single copy of report (5pages). Which i hd sent along with application pack.

I believe it has not come to that stage yet.There are a lot of applications pending charges on the 9th and 10th. but the latest reported charge was of 10th date yesterday.

Guys, what do you see, when you log on to WES account? Because under Order Summary, I see this (besides some other lines for tax, delivery, etc.):

April 21, 2013 FSWP Credential Assessment Package 1 $180.00 $180.00


But if I go to Delivery information tab, I see this:

Service Level: WES Basic


I also only got a single copy from WES, the first time, which I sent to CIC. But then I e-mailed them, about 10 days ago, to send me my second copy, which I paid for by ordering FSWP package. Then a strange thing happened. They sent me another 2(!) copies by UPS, and another line appeared under Delivery:

Citizenship and Immigration Canada - FSWP
Sydney, NS Evaluation Report
1 copy sent by MAIL
Date Sent: June 25, 2013



Could it be, that they messed it up the first time, and they did a Basic report, then CIC could not verify it online??? I hope this is not the case...

I suppose your application was returned earlier to you. if that is the case, was that the only reason it was returned?

Ok this is Conflicting . the manual http://www.cic.gc.ca/english/resources/manuals/op/op06c-eng.pdf
This suggests that you will not get any NER and directly get PER if your CC charged. because all checking have been Done.

and the Instruction guide say two very conflicting things about process http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp

What Happens Next

The table below represents the phases of the assessment and processing.
Phase: Completeness check

Citizenship and Immigration Canada reviews your application to make sure that:

all required fields in your application forms are complete,
all required documents are submitted from Document Checklist (IMM 5612), and
the correct processing fee payment has been made

If your application is:

incomplete or;
the allowable cap limit has been reached,

your entire package (including your payment) will be returned to you with a letter explaining why it is being returned.
Phase: Eligibility Review

An officer at the CIO will make a final determination as to whether you meet all the eligibility criteria and your application is eligible for processing.

If your application is not eligible for processing, you will be sent a letter that:

explains the reason(s) why your application is not eligible for processing, and
confirms that a refund for the processing fee will be issued.

Phase: Selection and Admissibility

If your application is eligible for processing, your application will be assessed against the following requirements:

selection factors
sufficient funds
admissibility (criminality, security, medical)

Note: If the initial assessment of your score for points against the selection factors is equal to or greater than the pass mark, your application will be sent by the CIO to the appropriate visa office for further processing and a final decision. If you do not meet the minimum requirements, or do not meet the pass mark against the selection factors, your application will be refused. In either case, a refund of processing fees will not be issued at this stage of the application process.
This suggests that You can get NER after CC being charged.

Thank you for your suggestion, I have tried what you say and even told them that some friends (from the forum obviously) did receive information by phone and she just said "we can't access any information"....
I think I will wait few more days and call again.

Let's hope we hear some more good news soon.

I also advised that I had already emailed and not even received the automated response (which was true - this happened twice and only on the third email did I get the automated response). I think if you ask them politely if they can provide you with any information at all if they key in your full name, date of birth and place of birth - they might help. But there are lots of agents who are sticking to the "we can't access any information" line. Keep trying - I think it was my 4th call before I got any info at all!
