WES asking to order an additional ECA report is a potential delay! Not a nice one.

Hi everyone,

Yesterday I received an email from WES asking me to order an additional ECA report since CIC was trying to double check online and they were not able to do it, so I had to pay again for it. Maybe that's why my PER is delayed.

I would suggest you to call them ASAP to clarify the situation, they take ages to reply to emails.
Also, since it is a sensitive matter relating to PER, phone call would be the fastest way to resolve the issue.

But as per my knowledge all the report form each ECA authority decided by CIC, CIC can anytime check online ECA report of anyone anytime. no charge to the applicant for this.

CIC has communicated with us that they want to review your evaluation report through WES online service.

Please order a duplicate copy of your report for CIC to be able to review your ECA

I reread the manual just now, and this is what I understand.

• Receive application & date stamp it
• Completeness Check
• Ministerial Instructions Check
• Eligibility Check
• Record in the system that file is received
• Enter Federal Skilled - 1
• Goes for CC / DD
• Assign & write UCI on the paper file
• Send email of PER to the applicant

What manual??? Can you please link the source of this?
The only thing i could find regarding stages is on the Guide7000
in What Happens Next after completeness check and CC charge.

Phase: Selection and Admissibility

If your application is eligible for processing, your application will be assessed against the following requirements:

minimum requirements
selection factors
sufficient funds
admissibility (criminality, security, medical)

Note: If the initial assessment of your score for points against the selection factors is equal to or greater than the pass mark, your application will be sent by the CIO to the appropriate visa office for further processing and a final decision. If you do not meet the minimum requirements, or do not meet the pass mark against the selection factors, your application will be refused. In either case, a refund of processing fees will not be issued at this stage of the application process.

This is completely Contradicting your information which says CC is charged after Eligibility Check.

So what is that manual?? Link your Source Please.

This is because, WES has provided the option to get duplicate ECA report thru online till around May 1st 2013, after which they made it through hard copy of document filled and to be sent for duplicate reports. During the time from 17th April till May 1st, when we order for duplicate report thru online, we need to add 'CIC-FSWP' as an additional recieptant so that CIC can look and confirm our WES evaluvation thru online. I guess Tolete has not done that, instead he ordered a duplicate report and submitted that report to CIC..

I came across the same situvation and understood my mistake two days after i ordered for duplicate report.
But i ordered another report adding CIC as a recieptant and hence they are able to view my results online....

I am not sure if I understood you completely. Can you please explain? Is it something related to those people who got their evaluation done before 17th April and just ordered the duplicate copies now for CIC?

This is the manual being referred to: http://www.cic.gc.ca/english/resources/manuals/op/op06c-eng.pdf (hope you don't mind me stepping in Jigzyy - the baby is napping and I am bored!)

I think you are confusing when they check whether you have "sufficient funds" vs when they charge your processing fees on you credit card (or via encashing a DD etc). The check of sufficient funds relates to whether you have provided enough proof that you have the money CIC wants you to have to establish yourself in Canada. My understanding from reading the manual at the link I have just posted is that processing fees should not be recovered (ie credit card charged DD encashed etc) until both the initial check and the ministerial instruction check have been completed and the results are positive. But there is no guarantee that all the VOs are following the precisely correct procedure... My personal view is that if your processing fees have been taken you are looking good for a PER soon.

I don't understand completely either ...
You get 2 copies send by WES by default, and I also ordered additional copy that was sent to my lawyers, which they submitted to CIC.
Does that mean CIC won't be able to see my credentials online ?
