You are right that I was the last 2132 applicant who reported here for the PER. Your application reached on October 27th at CIO and 2132 CAP reached on November 12th. CIO was processing August 1st week applicants at the time when CAP reached FULL therefore you are out of the CAP, for sure.
You can apply under NOC 2132 if you have a permanent job offer. You need to provide Original Offer Letter from Canadian Employer and a copy of Employment & Social Development Canada (ESDC) confirmation letter (Labour Market Opinion) which your Employer will get. If you send updated documents related to arranged employment now, it is almost impossible that these documents could be coupled with your filed application. Therefore you have two options now, first option is to prepare a fresh application and send it under arranged employment category with all supporting documents (remember, you need original IELTS and ECA report to send with fresh application) and second option is to wait for your application to be returned which you may receive in February or March 2014.
Processing under arranged employment category is faster than NOC category therefore you should expect to get PR visa in 6 to 9 months, if everyhting goes well.

From previous posts i understand that the Cap was reached in the first week of August & Mr Abuhassan was perhaps the last person to have received any reply from their office under this category. Do we have any other people who have received after these days under this category?
Also i have previous work exp working in canada, and my previous employer is willing to offer me an job offer. He has just come back to me asking for my PR status & what he needs to do in order to help me out with my PR application.
Currently my application for PR is with the canadian authorites & itshighly likely that i wont be inside the CAP.
Is this job offer which they will offer going to help? Can i send my application again to the authorities? is it going to be a faster process. I understand the employer has to have a LMO to offer me a job , but just want to know if this is easy or diffcult process & how long it might take approximately.
