What hundreds of thousands applications?
They don't even look at applications after cap is reached and send them back.
What the point to open hundreds of thousand packages when you need only 5000?

Can you elaborate what "extra checks" can possibly be made on eligibility basis? No need to guess here, they have a manual, where all the steps are explained.
I think, you confused background and security checks with eligibility evaluation made at CIC.

Agreed that they didn't opened applications after the cap for a specific NOC was reached but while the cap was there not all applications that were opened got selected. They were rejected only after someone spend his/her time and deemed it as incomplete. Isn't it :) There is no word on rejection ratio at that stage and it could be anywhere between 0 to 50 :)

Checks on our job experience letter, dob proofs specially if it is a school certificate, banking details, marriage certificate authentication, child's birth certificate authentications etc. are going to happen. Of course not all of these will happen to everyone but it is there on selective applications or if someone's papers looks suspicious. They are experts by now on catching such cases.

Again, all this is my educated guess and based of the feedback I got from my relatives who are settled down in Canada over the past many years while going through several PR processes :) They may even choose on not doing anything for a given application and then call for MR after say X no. of days as their standard procedure.

I think they open each file regardless of the CAP as there might be some applicants who are under same NOC category but might be having a job offer...and they will not be under CAP rule

You are confusing background checks made by local visa offices with eligibility evaluation made by CIC.

Ministerial Instructions 8 (MI8): Federal Skilled Workers

Effective May 4, 2013, the eighth set of Ministerial Instructions (MI8) lifted the general pause on the Federal Skilled Worker Program (FSWP). It re-established an eligible occupations stream, with an overall cap of 5,000 new applications and sub-caps of 300 applications in each of the 24 eligible occupations. MI8 coincided with the coming into force of the modernized FSWP, which included new minimum language requirements and mandatory educational credential assessments of foreign educational credentials. MI8 also re-set the cap for PhD applicants under the FSWP (1,000 new applications each year) and for the Federal Skilled Trades Program (3,000 new applications each year) to May 4, 2013 thru April 30, 2014. Lastly, the MI renewed the temporary pauses on the Immigrant Investor Program and the Federal Entrepreneur Program. Read the full text of MI8.

I assume that the cases with PER are only forwarded to LVO after the initial screening by CIO Sydney office. If 14,000 cases were forwarded or are to be forwarded to LVO ..... this means that the refusal rate would be very high even after PER. For year 2013, LVO may handle 2,000 FSW 2013 applications (out of total 5,000) plus they may handle 1,000 PHD applications, say 2,000 applications with arranged employment and say 2,000 for business category even then the total becomes 7,000 in total. It means there is a huge backlog pending at this LVO. This is not a good picture at all.

If that is the case, then it is just a plain canadian bureaucracy stupidity. :D ::) :-\ :eek:

I checked the guide for applicants at CIC web-site and they indeed ask to send the applications with the same postal label, doesn't matter if it is under the regular NOC steam or under the job offer stream with no cap rules.

Probably they love to do unnecessary bureaucratic work and search through "hundreds of thousands" packages for job offer letters even when the caps are already reached.

That is just plain stupid.

You misunderstood it. If you apply under NOC cetegory, you write NOC category XXXX and don't write arranged employment category or PhD category. If someone has written all three categories using OR, then he/she has made a mistake. His/her application may get delayed and CIO may not know under which category to place this application unless they open it.

I think those bureaucrats who devised such stupid rules, should be fired immediately and put to jail for wasting tens of millions dollars of taxpayers money and sabotaging immigration program.

Guys I have a question, how will they count the number of years for work experience? For example, I am under NOC 3211 and I have worked as 3211 for 2 years, but my total work experience doing another NOC is 5 years. Will they count the work experience as per the NOC which I applied or will they count the total years of work experience regardless of what kind of work it is?
