Based on the CIC website
http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp, only complete applications will count towards the cap. Agreed.
But based on the application guide website
http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp#eg77, it mentions that the "completeness check" phase entails the following:
Citizenship and Immigration Canada reviews your application to make sure that:
- all required fields in your application forms are complete,
- all required documents are submitted from Document Checklist (IMM 5612), and
- the correct processing fee payment has been made
If your application is:
incomplete or;
the allowable cap limit has been reached,
your entire package (including your payment) will be returned to you with a letter explaining why it is being returned.
In essence this means that those, for example, who applied under NOC 1112 and don't have the right job responsibilities will still count under the cap. Yes, their application may get rejected at the "Eligibility Review" phase but they will still be counted towards that cap.
So does this mean that only c.225 applications will be processed assuming 75% acceptance rate? And not the 300 as promised?
