Well, I didn't send the PCC with my original application. I just sent it a few days back. While it was on its way, I got an email from CIC asking for the Meds and the PCC. They gave me a 60 days timeframe by which I have to submit these two, along with pay the RPRF fees.
They also mentioned to send the print out of the mail with the PCC, but I can't do that now since it's already been received by CPP-O. Hope they will be fine.

Regarding 30 days limit, I am in same boat as you are. My FBI process will take around another month and there is no way to speed it up.
I checked with my lawyer but she was not concerned about 30 days limit as we have already started processing for FBI PCC.
She said submit remaining documents (MR, India PCC, fee) and we can submit FBI PCC later on.
I am checking with her senior lawyer again on 30 day limit as I want to be sure. I will keep you posted on this but I am sure it will be allright if we go beyond 30 day limit.
