Therefore , there is huge chnace for applicant to get visa and within time, I believe it would be conditional visa meaning after getting visa , applicant has to live in specific [in which he/she preferred while applying] state for two,three years.
In summary, you will have good chances to get visa in 2014. Therefore , wait till 2014 , if they delay in implementing EOI system by next year then you cn go ahead with student visa as plan B.
