just i am collecting all the necessary docs for CIO submission, do i need to send Police Clearance and as well as NBI clearance

yes. we need to submit it to CIO. the police clearance required is what we call NBI clearance here in the Philippines.
 
For applications submitted after June 26, 2010, police clearance (inc. NBI) is not yet required. It will be required at a later date.

For more info, download the most recent visa office specific requirements. :)

yes that was stated there. but i read from somewhere here that an application was rejected because there was no police clearance. so, better include it than sorry in the end, d ba?

Yes i read that also but the reason for the rejection is that he uses the old application form for pre june applicant and not for the revised one.

We are talking about post June 26, 2010 applications. your application was pre-June 26, 2010 so your application will be processed based on old rules. I submitted my application on Sep 22, 2010 w/all the requirements to CIO except for the police clearance. My bank draft has been encashed in October so my understanding is my application has passed the completeness check. So for everyone who wants to submit their application, do not worry about police clearance yet. It will be asked at a later time.

ok i understand. before i applied under 0111 and my credit card was charged aug. 6. at that time, i thought we are just waiting for our AOR since my credit card was charged. they said, there is a 95% chances that you will pass the first stage once you are charged. unfortunately for me, that i was denied based on insufficient job descriptions. anyway, so much for that. i don't want to indulge in painful experiences anymore.

as of now, me and my husband are still planning to apply but my husband will be the primary applicant. we are just waiting for his ielts.

you actually applied without the nbi clearance? my husband worked in canada for two years and we have requested for police clearance since early september. however we haven't received the clearance yet. although, we have our nbi clearances with us. we are planning to include it in the package to be submitted to CIO.
