Fedral Skilled Worker VS Express Entry difference?

Hi. Can someone tell me the difference between both. I know that express entry works on a CRS 1200 points system. And when i do an assessment of my profile i just get about 380 score. But under the FSW points system it qualifies and i get 69. I dont understand. Is it possible to apply just as FSW instead of express entry as i cant find a PNP program suitable for me. Please explain.

FSW is just a category for someone to be eligible for Express Entry. I copy from CIC website:

"Express Entry is used to manage applications for permanent residence under these federal economic immigration programs:

the Federal Skilled Worker Program,
the Federal Skilled Trades Program, and
the Canadian Experience Class."

So, in order for someone to apply for Express Entry, he/she should be eligible for one of the three aforementioned programs. Then, he/she can calculate how many points he/she can get out of the 1200.

So if i get 69 points under the fedral skilled workers assessment do i qualify? Or is it that you need to qualify with minimum 67points and also qualify for the express entry again?

Minimum 67 as well as meeting the following criteria: http://www.cic.gc.ca/English/immigrate/skilled/apply-who.asp

FSW or PNP is the vehicle that you get in and express entry is the highway to your destination - PR.
You cannot be on the highway without a vehicle.

Federal Skilled Worker (or Canadian Experience Class, Federal Skilled Trades, and Provincial Nomination Program) determines if you are qualified or eligible for permanent residence. These programs already existed before the implementation of Express Entry in 2015, they used to take in first come-first served applications with annual quotas.

Now, all those programs are under Express Entry, which determines if/when you will be invited to apply for permanent residence, so the number of applicants are controlled by CIC, based on their ranking scores.

TL;DR: FSW is eligibility, EE is selection.
