But on sept 3, when my file change to in process, i received an email asking for rprf. It was sent by CIO but signed by CPP-O.... i'm confused.

I saw ppl apply on june 2012 (from quebec got visa in Nov 2012). Note that buffalo closed in may.HLR said:I hope that they are working independently on our files.
Any idea that up to which date/month have they issued PPR? Are they still working on 2012 applicants or have they started giving it to 2013 applicants. (I am precisely asking about QSW applicants and not other PNP applicants).

When should I contact CIC?
You must notify Citizenship and Immigration Canada (CIC) of any changes to your application such as:
· Changes in your personal circumstances, such as birth or adoption of a child, death of a family member, a marriage or a divorce;
· Change of contact information (e-mail, mailing address, telephone number);
· Appointment or change of immigration representative or designated individual;
· Decision to withdraw your application.
You have the option to withdraw your application at any point in the process. You will be refunded the Right of Permanent Residence Fee (RPRF) if already paid.
