I received an email from NS today that a refund of $150 was initiated. I will call tomorrow morning to inquire about it. That was the fee paid for my stepdaughter as dependent child.

Might be the Bio metrics Fee. Did you already have Biometrics on file for TRV or any other category of visa?

I think the biometrics for any other visa cannot be used for PR, even I had to pay bio metrics fees twice. May be his kid is exempt from biometrics.I got the refund of 85$ on the biometrics with the same reason.

Yes it can't be used for any other reason "in normal circumstances." Given the conditions, anything is possible.
