My application transferred to LVO 10 days before. but it never showed as application received. it always shows as IN PROCESS. so what does it mean. ?
Click open the In Process Permanent Resident Application Section and you will see the case officer comment on your application. Case of AVO,
1. We received your application on a particular date
2. We started processing your application on a certain date.

If your have the #2 above shown on your profile, LVO has received your application and the started working on it.

N.B;
The notes varies with each VO Case Officers. The example above is as appeared on my case with AVO.

IRCC sent me email notifying that my application has been sent to London Visa Office.
Someone correct me if I'm wrong but I believe they physically transfer the files. So CPC Sydney will notify you that your application is being transferred and when London VO physically receives your application PA ECAS will change to "Application Received" from "In Process"

This does not seem to always be the case. I received email that file was being transferred, never received anything from the field office. Gcms notes I got subsequently confirmed was received in the field office with several technical actions performed on it (recieved, registered, assigned, etc)

Very true. There is no common standard but each style of comm is VO specific.

Guys there is one concern. My application is already in process for PR, although I paid upfront for biometrics for PR application but still system has picked up biometrics information which I gave while processing TRV application. TRV application got rejected few months back before applying for PR but biometrics validity is still there.
Now will cic ask for biometrics again or will they use the same biometrics. Incase if they use biometrics will I get refund for biometrics???
No, they will not use that TRV biometrics. I had the same situation and gave a new biometric for PR.

They will as you again for biometrics. As per instruction in their website. If you apply for trv that will last for 10years. But if you apply for Permanent resident you should have new biometrics.

Today my progress bar changed from 9% to 10% which means still they are working.
I think they are not in lock down situation.

That change in progress bar does not mean they are still working. It is only a calculation of number of days passed divided by 365 days, the 'normal' processing time of one year. So as long as the computers are still working the progress bar will increment, but it doesn't have anything to do with whether actual people are working (which I do not have information on).
