So, I thought I was suppose to be in Ottawa since I sent it for outland and am an American..
But I just received a reply to my email..........

That's bizarre, I was under assumption that all Out-land Applications for US will go to Ottawa office for processing because they'd process a lot faster than any other VO. They didn't even tell you which VO it is? I would suggest you to call that number and find out. It'll be busy but keep trying you should get through.

See that's what we thought too. What people are telling me is that it's just probably not in Ottawa yet.. or it's there but hasn't started to be processed yet.

If you can get someone on the phone, they should be able to tell you where it was sent.

it is impossible to get someone on the phone though.. I'm in BC so I think sometime this week I'm just going to call them at 5 am here since they open at 8.

I am in BC too and I usually call them around 10am BC time try about 1-4 times sometimes I'll try until I get someone on the line. Mondays and Tuesdays are usually busy so I am planning to call them this Wednesday or Thursday. Like you said earlier 5am should work but keep trying until you get someone on the line. I know it's bit frustrating but we need an answer right, I still don't know where's my application right now and I need to find that out.

If I remember correctly the hours for the call centre are supposed to be based on your local time.

"Call Centre agents - Monday to Friday, 8 a.m. to 4 p.m., your local time, except for statutory holidays. Services are available in French and English." That's from:
