I assumed that it relied on how difficult it is to verify the information that is provided in the application. Presumably, it's much easier when evaluating Americans because of the close ties between Canada and the US?

Indeed the cooperation between the two governments is an immense factor.
 
Good news here! Got my CoPR in the mail yesterday 30 april, woohoo! Very quick all together. We sent our application in on 10 february 2016 and received decision made on 20 april 2016 > 2 months and 10 days!!! Superhappy, go CIC! However on my copr they filed wrong country of residence > i never lived in Germany..Strange. I wonder if thats going to cause any problems.. I sent a case specific email, hoping to clarify the matter before I land. Want to wish all february applicants good luck and a superspeedy procedure like ours!

Congrats! Did they send you a letter that you submitted to get your Verklaring Omtrent Gedrag?

Amazing news :) I'm so happy for you! My app was filed Feb 9th and I got DM April 22nd so I feel as though I should be receiving a nice letter in the mail this week!!!!!!
 
I received a request for extra documents today for a Dutch Police certificate. They didn't attach the letter I needed from them to request the Police Certificate, so I replied immediately asking for the letter. The automated response says it can take up to 20 working days to reply to my email. I was wondering, how long does it usually take them to respond to emails?
 
Received my COPR in the mail today! I figured it wouldn't take long seeming Michigan isn't very far.

It's valid until January of next year, one year from the date I completed my medical.

Now, a quick question: I was already planning to visit my husband this Saturday (taking bus across border), and staying for the Islamic holidays of Ramadhan & Eid, then we would return to the US to get all my things and confirm my residency together (so sometime in July). We would do it now, but with Ramadhan coming up we'd rather wait until after. And I think it'd be much easier to cross the border with all of my belongings while confirming my PR rather than after. Is this OK even though I've already been issued COPR?

You may ask the officer at border if you can do PR on the next time you enter in Canada. I don't guess they will have any issue with it because it has validity till January next year. But better bring COPR along with you in case.
