Third line is generally considered to be AOR2.
Here is mine - Permanent Residence:
1. We received your application for permanent residence on February 15, 2016.
(REC'D)
2. We sent you correspondence acknowledging receipt of your application(s) on April 12, 2016.
(WE NEVER RECEIVED ANYTHING)
3. We started processing your application on April 4, 2016.
(AOR2)
4. Medical results have been received.
(MED)
5. We sent you correspondence on May 25, 2016. If you have not yet provided the information or the requested documents, please do so as soon as possible. Please wait until you receive the correspondence before sending us additional information, as the correspondence will outline all information that is required.

6. You entered Canada at the Prescott office on June 2, 2016 and became a Permanent Resident.

The fact remains that if they started to process the PA's side of the application (Line 3 above), it means your VO has received your application and is working on it. Line 2, doesn't mean anything to me (above, as we didn't get anything in the mail or by email).
